Legal questions regarding my car insurance and getting my car painted?

My girlfriend recently put her car in the shop to get painted. Damage was done to the car and she had to put a $500 deductable to get the car painted and the insurance company paid $1500. she chose a shop to use and the check was made out to her and the shop was under her name on the check. The reason for this is because the insurance company has to pay for their insured driver's car because there is no on else to pay up, and sometimes even they raise rates because they believe the insured driver is purposely putting themselves in situations to cause accidents. And it is a fact that unless a person lives in a major US city such as New York City, driving a car is a necessity. You need a car to be able to function in a non-metro environment without a car. The only time a person should have their driving privilege taken away unless they hurt someone. So the point is if another person doesn't pay into either health or auto insurance. The people who do pay lose. Because their rates increase. I don't see any significant punishment for people who do without either insurance. Because I know illegal immigrants pull stunts like these all the time. So I just don't see how their different.

Does changing the alloys to black affect insurance?

Just bought a lovely BMW 320D... It is a black colour with a tint of navy... I want to change the alloys to black... But i don't know if it will affect my insurance price as it is a modification... (I have heard that only performance modifications affect insurance not cosmetic....? But i need to know for sure...)

No major repairs were required up to now. I T-boned a car which was making a left turn this Saturday; my car is now totalled. The other driver will be charged by the police with making an improper left turn. I only took out liability coverage (no collision coverage); my own insurance comp is offering me $1900 for my damaged car, but I would like $2500 as the loss of my car is totally not my fault. My adjuster said that the insurance is quite firm on the $1,900. I would like to know what will happen if I dispute this amount? What can I do to get more than $1,900? Insurance Rates tied to credit score?

I just read the front page of our local newspaper regarding homeowners and auto insurance rates will be tied to ones credit score, making those with lower incomes, or problematic credit to pay even more for the home or auto insurances. The main question I have is...do you think that if ones credit improves, that the insurance companies have an adjustable rate that will decrease when ones credit score increases? I know this isn't the way it's going to happen, but what are your feelings on this plan?
